D. Borrowing Privileges

Persons living in the county (residents) and persons working inside the City Limits of Talladega are eligible.

Eligibility requirements for residents and persons working inside the City of Talladega:  


An adult borrower's card may be issued to any full-time resident of the county aged 19 years or older, or a person working inside the City of Talladega. Juvenile cards may be issued to children under 18 who are over the age of 5 years and who are old enough to print or sign their name on the application; a parent/guardian or family member over the age of 18 with a state-issued picture ID must also sign and be made aware they will be responsible for the child's books. Cards are free and are valid for one year. Upon expiration, they may be re-validated in person by verifying eligibility information and paying all fines or fees incurred. Replacement of all lost cards is $5.00.  


If the person is 18 or younger, the parent or guardian must sign for them to be able to check out a book from the young adult/adult fiction section of the library that one might deem inappropriate. The definition of inappropriate material can be found in the appendices of this manual.

**Verification of eligibility (residents):**  

Cards will be issued to residents who provide adequate identification through one of the following:  

- Valid Alabama driver's license  

- Current utility bill showing name and Talladega County address  

- Current city or county high school photo ID card.  

*A parent or legal guardian must provide verification for juveniles.

**Persons living out of the county (non-residents)**  

Eligibility requirements:  


Borrower's cards may be issued to non-residents over age 19 who fall into one of the following categories:  

- Temporary residents (including students)  

- A resident of adjacent counties who regularly does business in the county.  


**Verification of eligibility (non-residents):**  

Non-residents who fulfill eligibility requirements must present one of the following verifications:  

- Valid Alabama driver's license  

- Current student photo ID and valid out-of-state driver's license.

**Responsibilities of Borrowers**

All borrowers should understand that the privilege of free use of library materials entails certain responsibilities. Completion of the application card indicates acceptance of these responsibilities.


**Responsibilities:**

- Return of library materials by the due date

- Care of materials to avoid damage

- Payment of repair or replacement costs for damaged or lost materials.


**Replacement of cards:**

A replacement fee of $5.00 will be charged for lost cards. A replacement fee will not be charged for cards damaged due to normal wear and tear.  (Amended: 04/15).


**Suspension of Privileges**

Borrowers who fail to abide by library policies may have borrowing privileges suspended. Suspension may be incurred due to the following reasons:

- Overdue library materials

- Unpaid fees or fines

- Continued abuse of library rules

- Falsification of eligibility requirements

- Abusive, destructive, or deviant behavior


The director reserves the right, with Board approval, to ban anyone who does not abide by the rules and regulations of the library or anyone who creates an environment that is, or could be, dangerous to other patrons and/or library staff members.


*A borrower whose privileges have been suspended will be notified in writing. Reinstatement will be at the discretion of the Director; decisions may be appealed in writing to the Board of Trustees.

**Confidentiality of Records**

All information in patron records is confidential and will not be given out to unauthorized individuals nor used for any purpose other than the normal conduct of daily library business.
