OBJECTIVE:
It is the City of Talladega's objective that employees be permitted to observe specific workdays as holidays and that certain employees receive holiday pay for these days.
POLICY:
A. Full-time and permanent part-time employees will be eligible for holiday pay on the days recognized by the City of Talladega as paid holidays.
B. The City of Talladega provides thirteen (13) paid holidays per fiscal year (October 1 through September 30). The City of Talladega observes the following holidays:
Veterans Day
Thanksgiving Day & Day After
Christmas Day (Two days – plus Christmas Eve or the day after)
New Year's Day (Two days – plus New Year's Eve or the day after)
Martin Luther King Jr.'s Birthday
Good Friday
Memorial Day
Independence Day
Labor Day
Personal Day
C. When a paid holiday falls on a Saturday, the holiday will be observed on the preceding Friday. When a holiday falls on a Sunday, the holiday will be observed on the following Monday.
ELIGIBILITY:
A. Employees will be eligible for designated holiday pay beginning on the date of employment.
B. To be eligible for holiday pay, an employee must work on the last regularly scheduled workday preceding the holiday and the first regularly scheduled workday following the holiday, or on the holiday itself. If an absence is unauthorized for either of these days, holiday pay will not be paid.
SCHEDULING:
Each year, the fiscal year holiday schedule will be published by Human Resources.
PAYMENT:
A. Eligible employees will be paid holiday pay at their normal rate of pay for each authorized holiday worked. Under the FLSA rules and regulations, holiday time shall not be counted as hours worked during a workweek/period unless the employee actually works on that day. If the time worked exceeds the regular hours established for the workweek/period, overtime pay will be calculated at one and one-half times the regular rate of pay for each hour worked that exceeds the regular hours for the established workweek/period, in accordance with the FLSA.
B. An employee who is eligible for holiday pay and is required to work on an authorized holiday shall be paid at his/her regular rate of pay for all hours worked on the holiday.
C. Employees within the Police and Fire Departments working twelve-hour shifts (or longer) will be allowed to bank their holidays for a period of three (3) months. If the holiday is not taken within three (3) months, the time will be paid to the employee.
